    This Act concerns response and relief in case of man-made or natural disasters and emergencies affecting the Northern Mariana Islands. The Governor-General shall be the principal authority for purposes of response to disasters and emergencies. Disasters shall include flood, water contamination and oil spills. the Governor-general may declare a state of disaster emergency and may make Executive Orders related to the declaration of a state of disaster emergency.

    This Act provides a definition of “public purpose” applicable wherever that term appears in the constitution, laws. statutes, code, rules and regulations of the Commonwealth, unless otherwise provided for by law. The term “public purpose” shall include, but not be limited to, any purpose which meets one or more of the criteria set out by this Act. The Act also defines a public purpose in relation with the occurance of (natural) disasters.

    This Act amends the Public Purpose Definition Act so as to provide for the ratification of expenditures made for public purposes.A new provision is added to the Act: “Notwithstanding any other provision of this Act or other Law to the contrary, expenditures authorized and regulated by legislative rules are expressly declared to be for a public purpose, unless proved by clear and convincing evidence that the expenditure in fact as for a personal or political activity.”

    This Act authorizes the Department of Public Safety to close public beaches during potentially hazardous circumstances. Beaches can be closed in case of natural disasters such as typhoons and other tropical storms and abnormal tidal waves and other extreme climatic or environmental conditions. No person shall use any public beach when a notice of closure has been published.

    This Act introduces a 100 percent tax reduction for persons that received cash compensation by the Commonwealth Government in exchange of transfer of the title in their land to the Government. Other landowners that exchanged their land for publicly-owned land were not required to pay taxes on the transfer. This Act remedies the unequal treatment prescribed by previous legislation.

    The FAO Country Programming Framework (CPF) for the Pacific Sub-Region is a five year strategic program framework covering the period 2013-2017. It details outcomes and outputs in four priority result areas to which FAO assistance will be focused to address the development challenges and national priorities in thirteen Pacific Island Countries and one Territory, namely Cook Islands, Fiji, Federated States of Micronesia, Kiribati, Marshall Islands, Nauru, Niue, Palau, Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.
