Estern Colombia, the Llanos, is constituted of broad grass formations. These big expanses of savannahs present a huge potential for extensive bovine breeding. Unfortunately, these natural pastures have a low productivity and a feeble quality, due to low fertility soils with a deficiency in phosphorus and a hgih acidity. The potential of Crotalaria ochroleuca check for this species in other resources as a green manure crop was evaluated in a series of on-station and on-farm trials on reddish kaolinitic loam and sandy clay loam soils in Uganda. Production of the green manure by intercropping Crotalaria with either maize or beans was found to be feasible with little reduction in food crop yield and a mean Land Equivalent Ratio of 1.3. The large amounts of N in the Crotalaria indicates that large quantities of N were biologically fixed.

This paper reports on a detailed sociological study carried out as the NGO (or change agent) was completing three-year projects in two sites, Nagadeepa and Pimburettewa. The study describes the change agent's strategy, and analyzes its impact and the perceptions of farmers and government officials regarding its impact. The case study is placed in a wider context, in terms of both the participatory management policy of the Government of Sri Lanka, and the lessons learned that are relevant for NGOs working in other countries as well.
