The Law consists of 10 Sections composed of 212 articles. Land is the main national wealth under special protection of the State. The right of ownership of land is guaranteed. Use of the right of land ownership cannot damage rights and freedom of citizens, interests of society, deterioration of ecological situation and natural qualities of land.
The present Law establishes legal basis for the demarcation of public and municipal land and plenary powers of state executive bodies and local self-government as regards regulation of land relations with the purpose of creation of the conditions for the realization of their constitutional rights to land, ensuring national sovereignty and the development of material and financial basis for local self-government. The Law consists of 4 Sections that contain 16 articles. Section 1 (arts. 1-9) lays down general provisions. Section 2 (Arts.
The present Law establishes the conditions for the use of land of defence. Plots of land destined for the accommodation and permanent functioning of military units, institutions, military educational institutions, enterprises and organizations of the Ukrainian armed forces and other military formations set up in accordance with the Ukrainian legislation.
The present Law establishes legal economic and social bases for the organization of carrying out state control over land tenure and protection of land and is aimed at ensuring rational use and reproduction of natural resources. The Law consists of 14 articles. Article 1 introduces the main concepts. Article 2 establishes the main tasks of state control over land tenure and protection of land. Article 3 establishes the main principles of carrying out state control over land tenure and protection of land. Article 4 regards land as object of state control and protection.
The present Law introduces equally with public land ownership collective (common) and private land ownership. The Law establishes that land ownership in Ukraine can be public, collective (common) and private. All forms of land ownership enjoy equal rights.
The present Regulation establishes the modalities of issue and cancellation of special permits for removal and transfer of the fertile soil layer of the plots of land. The provisions of the Regulation establish the modalities of application for obtaining special permit for removal and transfer of the fertile soil layer of the plots of land that are compulsory for land users whose activity is related to the disturbance of the upper (fertile) soil layer.
Article 35 shall be amended to add the following wording: “Common-use lands of gardeners’ partnerships, including protective belts, roads and edifices for general use shall be allotted free of charge to gardeners’ partnerships through application of partnership to the local executive body by decision thereof upon examination of the accompanying technical documentation.”

Article 14 of Section X shall be amended to add the following wording: “Until entry into force of the Law on turnover of agricultural land, but not earlier than 1 January 2016 it shall be prohibited to make contribution to authorized capital stock of economic entities in the form of land share”.

This Law establishes legal, economic and organizational principles of state registration of property rights and encumbrances to immovable property, and is aimed at ensuring recognition and legal protection of such rights, and creation of conditions for the functioning of immovable property market.
The scope of this Law shall be to improve efficiency of the management of public and municipal property through transfer on lease thereof to natural and legal persons. Lease shall be applicable to land pots, water and heat supply systems and objects of fuel and energy complex. Lessor shall be Public Property Fund of Ukraine. Public property shall be transferred on lease through tender in accordance with lease contract. Time period of lease shall be established by agreement between the Parties.
