    The Act is divided into 4 Parts: Preliminary (I); Control of native Land (II); Native Reserves (III); Miscellaneous (IV).The Act establishes a board of trustees called the Native Land Trust Board (sect. 3) in which the control of all native land shall be vested (sect. 4). The Act makes provision for the alienation, transfer and lease of native land. The Board may create a native reserve (sect. 15) where native land may not be alienated (sect. 16). Portions of the reserve may only be excluded from it with consent from the native owners (sect. 17).

Such lands may be cultivated, allotted and dealt with by native Fijians amongst themselves according to their native custom (sect. 3).     The Act regulates the acquisition of land by the Crown for public purposes. It establishes the power to acquire land for any public purpose and powers to make a preliminary investigation (sects. 3 and 4). The acquiring authority shall not compulsorily acquire land unless he has obtained a Court Order that was applied for (sect. 6). If the Court Order is not issued, damages shall be paid to those with an interest in the property. If the Order is issued, adequate compensation shall be paid.

    The purposes of this Act are: to encourage greater participation by local people in the national economy, to make better use of land, to create greater certainty of title, and to provide for better and more effectual settlement of disputes. The Minister may appoint a Registrar of Incorporated Land Groups under section 3. Part III concerns the recognition of customary corporations by the Registrar. Applications for recognition may be made by "customary groups" under section 5. Section 7 provides for the Register of Incorporated Land Groups.
