    The Law is divided into 8 Chapters: General Provisions (I); Ownership and Right to the Use Land (II); General Plans for the Utilization of Land (III); Protection of Cultivated Land (IV); Land for Construction Purposes (V); Supervision and Examination (VI); Legal Responsibilities (VII); Supplementary Provisions (VIII).This Law grants the ownership of land in rural and suburban areas to the collectives. Such land must be registered and recorded by the Governments at the county level. State-owned land may be used by units or by individuals and is recorded by local People's Governments.

    This Law is formulated for the purpose of the prevention and control of soil erosion, the protection and rational utilisation of water and soil resources, the mitigation of disasters of flood, drought and sandstorm, the improvement of ecological environment and the development of production.     Purpose of the Law is to ensure urban development, as well as the accomplishment of urban economics and social progress, and to meet the needs of the socialist modernization drive. It consists of six Chapters. In Chapter I (General Provision), it explains that 'urban' means the municipalities directly under the Central Government, the provincial cities and the towns; 'large city' means a city with more than 500,000 population, 'medium size city' means that the population is between 200,000 to 500,000, 'small city' is used for cities where the population is less than 200,000.

It consists of 8 Chapters divided into 51 articles. Article 2 gives definitions of the terms used in this Act, e.g. soil pollution, groundwater pollution, pollutants, polluter, soil pollution monitoring standards, etc. The Act establishes the prevention and redemption measures in Chapter two, the investigation and assessment measures in Chapter three, and the control measures in Chapter 4.
