The Act provides the framework for Conservation Authorities. The Authorities are bodies corporate for the purposes of establishing and undertaking, within their respective jurisdictions, a program designed to further the conservation, restoration, development and management of natural resources other than gas, oil, coal and minerals (sect. 19). The Authorities are based on watershed boundaries and have the following powers: preparing watershed programmes; data collection; acquiring, leasing and expropriating land; erecting works and structures (sect. 20).

Under section 2 of the Act, when a “development planning area has been established, the Minister shall, (a) cause to be carried out an investigation and survey of the environmental, physical, social and economic conditions affecting the development planning area or any part of it; and (b) cause a proposed development plan for the planning area or part of it to be prepared, within a period of two years or such other period of time as the Minister considers appropriate.” The Act prescribes which have to be the contents of the development plan and provides for its submission and approval.

This Act concerns the taxes related to the transfer of land. It covers assessment of taxes, their registration, collection and refund. Under section 9, records of every person required to file an affidavit or deliver a return under section 5 shall keep at their principal place of business documents, records and accounts in such form and containing such information as will enable an accurate determination of the taxes payable under this Act.
