    This Act creates the Fund for Lands and Agricultural Reform - 'Banco da Terra' aimed to give financial assistance in order to enforce rural programmes. It consists of 14 articles specifying the requirements to be satisfied in order to obtain these incentives for agricultural development. Beneficiaries of this financial assistance programme are: farmers non-owners (working under concession, leasing, etc. for more than 5 years in agro-zootechnics); owners of agricultural lands for family sustenance (according to article 4 of Law No. 4.504 of 30 November 1964).

    This Order, consisting of 14 articles and 5 Annexes, regulates land cadastre management of rural farms, farmers and farms. It establishes that management of rural land cadastre in locations subject to the action of IDARON Agency, including as a result of cooperative arrangements or agreements, shall be governed by the provisions of this Regulation. The registration of rural farm and farmer will be issued upon request of the Company, directly or through its authorized representative, and will be accompanied by specific documents.

    Brazil lags behind much of the world in taking advantage of an important driver of economic growth: secure land rights. In 2015, Brazil ranked 64th on the International Property Rights Index (IPRI). It ranked even lower, at 95th, for secure property rights on the World Economic Forum’s (WEF) Global Competitive Index.


    When property rights are secure, the nation’s lands can be managed, improved, or protected to their fullest potential. This could unlock new economic opportunities, develop markets more fully, and improve the use of the country’s resources.

    The introduction of soybeans to the southern and eastern parts of Paraguay in the early 1970s, followed by wheat in the mid-1970s, using conventional mechanised soil preparation practices with disc ploughs and harrows, initiated a process of widespread soil degradation and erosion. The technique of no-tillage was first used in Paraguay in the late 1970s. Following a slow start, its adoption by Paraguayan farmers gathered momentum increasing from 20,000 ha in 1991/92 to an impressive 250,000 ha in 1995/96, accounting for about 19% of the land cultivated mechanically.
