    The Contracting States, in the belief that objectives set out in the Preamble would be better achieved by amending the 1968 Algiers Convention on the Conservation of Nature and Natural Resources by expanding elements related to sustainable development, have agreed on measures to enhance environmental protection, to foster the conservation and sustainable use of natural resources; and to harmonize and coordinate policies in these fields with a view to achieving ecologically rational, economically sound and socially acceptable development policies and programs for the Convention area.

    The VGGT represent the first inter-governmental consensus on the principles and accepted standards for the responsible governance of tenure for governments, international organisations, communities, and the private sector. Their aim is to promote secure tenure rights and equitable access to land, fisheries and forests as a means of eradicating hunger and poverty, supporting sustainable development and enhancing the environment.The Guidelines serve as a reference and set out principles and internationally accepted standards for practices for the responsible governance of tenure.

    La sécurité de la tenure est une condition essentielle à la gestion durable des forêts. La diversification des systèmes de tenure pourrait servir de base à l’amélioration de l’aménagement forestier et des moyens d’existence locaux, en particulier là où l’Etat ne dispose pas des moyens suffisants pour gérer les forêts. Au cours de la dernière décennie, de nombreux pays ont entamé des efforts de réforme de leurs systèmes de tenure forestière, en déléguant certains droits d’accès et de gestion aux ménages, aux sociétés privées et aux communautés.

Esta publicación compartida por la FAO y Naciones Unidas-Hábitat trata de comprender y definir mejor los procesos, los mecanismos y las instituciones de la gobernanza de la tenencia en áreas rurales y urbanas. En el documento se reconoce que se han realizado excelentes políticas de la tierra, leyes y reformas técnicas.     The impacts of natural disasters such as hurricanes, floods, earthquakes and tsunamis have been increasing steadily since the 1950’s, particularly for developing countries. According to a World Bank external evaluation report “natural disasters destroyed US$652 billion in property worldwide in the 1990s alone – an amount 15 times higher in real terms compared to the 1950s. Approximately 2.6 billion people were affected by natural disasters over the past ten years, compared to 1.6 billion in the previous decade.
