This Act provides with respect to the administration, structure, operations, powers, responsibilities and (additional) functions of the National Land Commission established immediately upon passing of this Act. The Commission shall be independent from the Government and shall propose, advocate and coordinate land reform policies, legislation and programmes in Liberia.

This thematic issue of the Land Tenure Journal brings together theories and practices related to land tenure and climate change both from the mitigation and adaptation perspectives. Articles look at the implications that REDD+ and Payments for Environmental Services pose to land tenure and administration, propose approaches to deal with the new challenges and analyse the adaptation of local tenure systems and livelihoods to climate change.
This Act adds a new Chapter to the Liberian Code to create the Liberian Land Authority. The Authority shall be a body corporate and shall be governed by a Commission. The primary mandate of the Authority is to develop policies on a continuous basis, undertake actions and implement programs for land governance.
In a watershed moment for land rights in Liberia and across Africa, President George Weah on Sept. 19 signed into law a land reform bill that extends land rights to millions of rural Liberians.
The Land Rights Act ensures, for the first time, that the land rights of rural Liberians are recognized, protected, and guaranteed by law – an essential ingredient for these communities to achieve secure land rights. Under the previous land tenure system, as much as 80 percent of Liberians lived without legally recognized rights to land.
