Converting from subsistence to market-oriented farming can increase income. Thanks to the ’Enabling Rural Innovation’ approach, family farmers in Uganda and Tanzania have succeeded in improving production and fetching better prices for their produce while safeguarding food security and sustainable management of natural resources. The recipe for success is that farmers take the development process in their own hands.
With the continual rise of global commodity prices and increasing population pressures worldwide, the future of agriculture is looking increasingly unstable. As a result of this escalating demand and intensification of unsustainable agricultural techniques, natural resources are facing an increasing threat of depletion.
The project goal is to adopt an integrated ecosystems approach for the management of land resources in the Kagera Basin that will generate local, national and global benefits including: restoration of degraded lands, carbon sequestration and climate change adaptation and mitigation, protection of international waters, agrobiodiversity conservation and sustainable use and improved agricultural production, leading to increased food security and improved rural livelihoods.

The Kagera Transboundary Agro ‐ ecosystem management project is a regional project comprising four East African countries ‐ Burundi, Rwanda, Tanzania and Uganda ‐ that share the Kagera river basin. The agro‐ecosystems in the Kagera basin are facing increasing pressure as a result of rapid population growth and agricultural and livestock intensification characterized by progressive reduction in farm sizes and unsustainable land use and management practices.
This publication presents the scientific background of the SHARP tool. The Self‑evaluation and Holistic Assessment of climate Resilience of farmers and Pastoralists (SHARP) tool was developed over two years with the participation of over 150 academics, practitioners and civil society. SHARP was also field tested in Angola, Burkina Faso, Mali, Senegal and Uganda with farmers and pastoralists. It has been recognized that there is a need to both provide a rigorous assessment of the resilience of farmers and pastoralists, while also incorporating the views and needs of those people.
