    "Discharge" is defined in article 2 as the bringing into the soil of liquids for as a permanent solution. The Decree does not apply to discharge of surface water, rain or drinking water, or groundwater, to which no pollutant are added and is not heated, and to irrigation for agricultural purposes (art. 2). Chapter II places limits on smaller discharge of household waste water. Chapter III places limits on larger discharge of household waste water. Permit, for Chapter IV, provides for the discharge of cooling water and other liquids.

    Regulation made under the fertilizing Substances Act. The Regulation makes provision for a system of reporting on and registration of production of organic fertilizer. Yearly communication of production date shall be made by producers to the District Bureau of the Ministry of Agriculture (art. 2). The amount of fertilizing substance shall be expressed in the quantity of phosphate (art. 4). Registration takes places also for purposes of the imposition of several charges. (10 articles)

    "Construction Materials" are defined as materials used in a construction and in which the content of calcium, silicium and aluminium together is more than 10 percent. Article 2 provides for analysis of contents of the materials aforementioned in construction materials. Article 3 indicates the competent authorities for purposes of this Regulation. Construction materials may be used only on or in the soil if the compounds of the material are analysed by the competent institution (art. 9). Chapter III provides for the use of construction materials in surface waters.

    The State Institute for Public Health and the Environment shall at least once every four years report to the Minister in the form of a scientific study on the state of the nature, forests and landscape indicating also probable and otherwise foreseeable future developments regarding the environment. The Minister shall indicate all bodies that shall be involved in the preparation of the plan. The report shall be sent to the parliament.

    This Decree provides for the implementation of a system of so-called "poultry rights" as proposed in the Act fertilizing Substances. A "poultry right" is basically a right to hold poultry and to produce manure from poultry. The introduction of these rights for various sectors of livestock farming aims at the control of pollution caused by manure.

    This Decree prescribes rules relative to the prevention and reduction of pollution relating to economic activities in the sphere of construction and the processing of wood. The provisions of this Decree deal with all kinds of pollution such as discharge of water, pollution of the soil and groundwater, etc. It is based on the principle that enterprises working in these sectors are for themselves responsible for control of their activities and the control mechanism is now concentrated on report by those enterprises instead of control through the granting of permits.

    In order to comply with Council Directive 91/676/EEC concerning protection of water waters against pollution of nitrate from agricultural sources the norms regarding the use of nitrates are sharpened and charges increased by the present Act. Furthermore, rules are introduced so as to place further limits on the production of manure and to make the granting of production capacity dependent upon the capacity to use the manure on the producers' lands or to place that manure on the markets.

    The Environment, Nature and Town and Country Planning Research Council shall carry out research regarding aspects of the environment, town and country planning and nature conservation and restoration in the Netherlands. The Council may submit policy proposals to the Minister of Agriculture, Nature Conservation and Fisheries, shall coordinate research efforts in the sector, shall indicate new issues in the sector regarding the environment and nature conservation and carry out other tasks laid down in article 4.

Rules for good agricultural practice are prescribed in the framework of Council Directive 91/676/EEC concerning the protection of waters against pollution caused by nitrates from agricultural sources.

    This Regulation, made under the Fertilizing Substances Act, makes provision for the implementation of article 5, forth comma of the Council Directive 91/676/EEC concerning the protection of waters against pollution caused by nitrates from agricultural sources. It lays down minimum norms for the size of storage capacity for fertilizing substances of animal origin.
