    This Decree provides for the assignment of forestry land by the State to organizations, households and individuals for "stable and long-term" use in the form of land assignment without land use levy or lease of forestry land (art. 1). Forestry land is allocated or leased to specified subjects whose main source of income is agriculture, aquaculture of the winning of salt or various specified organizations. No levies shall be charged. Forestry land includes: national parks, nature conservation forests, and various kinds of protection forests (art. 3).

    This Decree lays down provisions for implementing Provincial Act No. 21 of 21 October 1996 relative to the forestry sector. The Decree is divided into three Titles and contains two Annexes. Title I regulates the hydrogeological and forest bonds referred to in article 3 of Provincial Act No. 21 of 1996. Article 2 concerns its removal under certain circumstances. Title II lays down particular provisions for bound lands. Part I of Title II regulates the transformation of forests. Article 4 gives the definition of forest.

    Chapter one of this Law contains definitions of terms therein employed, such as: forest, forest bushes, desert shrubs, forest cover and regions, range, planted rangeland, logs and saplings.     Note7: This note indicates that Ministry of Jihad-e-Agriculture shall issue permits for any exploitation of natural dense forests and rangelands. Priority, on the basis of technical guidelines, shall be granted to those individuals in possession of livestock grazing permits and those using Forests and Rangelands in each region. The Ministry of Jihad-e-Agriculture shall fix yearly the basic price for forests and rangeland derived products.
