La présente loi réglemente le développement rural. Elle a pour objectifs: a) le renforcement de l'économie cantonale; b) la sauvegarde de la viabilité des espaces ruraux; c) l'atténuation des disparités régionales; d) le maintien d'une forte population rurale; e) la promotion d'une économie agricole efficace; f) le développement d'entreprises de type familial; g) une production saine et de qualité; h) la sauvegarde du patrimoine et la préservation de l'environnement. En outre, elle complète et met en oeuvre la législation fédérale, notamment la loi fédérale sur l'agriculture.

This Regional Law regulates the issues of allotment of public or municipal land to multi-child families in ownership free of charge for housing construction, country housing construction and subsidiary small-holding. It shall be applicable to families with three and more dependent children. The aforesaid plots of land shall be selected out of stock of available land in accordance with land-use planning documentation. The aforesaid plots of land shall be allotted to a family as common indivisible property.

This Regional Law regulates relations dealing with land tenure, protection and conservation of land, establishing plenary powers of regional state bodies in this sphere. It establishes minimum (equal to minimum land area authorized for construction in accordance with land-use planning provisions) and maximum (up to 1,500 square meters) public and municipal land areas for plots of land allotted to families for housing construction. It envisages allotment of public agricultural land to citizens with three and more dependent children for family farming and/or subsistence farming.

The « Environment and Natural Resources Code of Cambodia » (Sixth Draft – – 20 November 2016) is a very extensive proposed law (535 pages !) which will have, if adopted, major impacts on many aspects of Cambodian development (Mines, Energy, Urban planning, etc..) but is particularly important for the management of Protected Areas and of Forests and Fisheries. The code has been elaborated by a panel of experts and several working groups led by Vishnu Law Group. A public national consultation has been organized by MOE in Dec 2016.
