Urban land markets have a profound effect on how well poor households are able to access the jobs, amenities and services offered in the city. But often the way in which this market works frustrate attempts to open up better located living and business opportunities for poorer urban households and communities, despite government policies and programmes intended to address these challenges. The challenge in South Africa is even larger because of worsening poverty and inequality, and the continuing growth of cities through urbanisation.

The land challenge is central to the broader youth dynamics of migration, employment, livelihoods and belonging. The more than 1.8 billion youth living worldwide represent not only a land challenge, but an untapped potential in moving the tenure security agenda forward. Recognizing this, the Global Land Tool Network has partnered with UN-Habitat to develop youth responsive land tools through the Youth-led Action Research on Land program. Five action research projects will be undertaken by youth organizations in Brazil, Kenya, Nepal, Yemen and Zimbabwe.

The challenges include farmers-pastoralists conflicts, tenure disputes, and alienation of peasants. The economies of many countries such as the Gulf and Southern African States are to a considerable extent sustained by financial flows from extraction of mineral resources and fossil fuels. The discovery of such fortunes, in sufficiently viable quantities, can be a significant national blessing for effectively addressing development challenges. However, experience in other countries has shown that financial resources obtainable from mineral and fossil fuel extraction – the Extractive Industry, have not always assisted economic and social development.
