Esta publicación compartida por la FAO y Naciones Unidas-Hábitat trata de comprender y definir mejor los procesos, los mecanismos y las instituciones de la gobernanza de la tenencia en áreas rurales y urbanas. En el documento se reconoce que se han realizado excelentes políticas de la tierra, leyes y reformas técnicas. The eight articles featured open with that of Lavigne Delville, which addresses issues relating to insecurity of tenure in West Africa, and identifies what the paths of change currently appear to be.

    This paper examines some of the key technical, institutional, policy and financial responses required to achieve climate-smart agriculture which sustainably increases productivity, resilience (adaptation), reduces/removes Greenhouse Gases (mitigation), and enhances achievement of national food security and development goals. Building on case studies from the field, the paper outlines a range of practices, approaches and tools aimed at increasing the resilience and productivity of agricultural production systems, while also reducing and removing emissions.

    Community-based natural resource management and local users of natural resources can, and in many cases do, manage resources sustainably – if their rights to do so are recognized and protected, if appropriate institutions are in place or can be developed, and if the benefits are significant, obvious and secure. The article analyses one facet of the complex relationship between law and community-based management: the problem of how national laws recognize community-based land-owning or resource managing groups.
