The purpose of this Law is the determination, delimitation, allocation of areas such as ranges, pastures, wintersheds (winter range lands) or highlands to juridical entities like villages or municipalities and making use of them in a manner abiding by the rules, increasing or sustaining productivity through maintenance and improvement, controlling that use continuously, protecting them and changing their purpose of use when necessary. The determination, delimitation and allocation of ranges, highlands and wintersheds are undertaken by the Ministry of Agriculture and Rural Affairs.

The purpose of this Law, which includes 21 articles and 1 supplementary article in 4 sections, is the placement of villagers within forests who are decided to be transferred and to support the development of the forest villagers through the utilization of the areas excluded from forest. This Regulation is based on article 21 of Act No. 2924 dated 17 October 1983 and sets forth procedures and principles for providing support to forest villagers whose villages would be moved.Villages where development activities could not be achieved in their present locations and those that should be moved due to soil-water regime, health, military purposes, tourism and forestry will be determined jointly by the local organizations of the Ministry of Forestry, Ministry of Agriculture and Rural Affairs, General Directorate of Forestry and General Directorate of Rural Services.

The present Regulation provides guidelines to the Ministry of Environment and Forestry on planning afforestation activities: (i) Preparation of afforestation projects; (ii) Selection of areas for afforestation; (iii) Organizing forest - social community relations; and (iv) Preparation of annual programs and location distribution tables. One year prior to afforestation, all trees and shrubs that are classified as non-economic will be cleared from the area.

This Law sets forth the principles and procedures of valuation of areas taken out of forest area borders on behalf of the Treasury and vending of agriculture lands owned by the Treasury. The Law also sets out the principles and procedures of creation of new forest areas, replacement of forest villagers and supporting the development of replaced forest villages. The provisions of this Law covers only areas taken out of forest area borders in accordance with Article. 2 of the Law No. 6831 and covers the agriculture lands owned by the Treasury.

This Decision makes a minor change in Article. 1 of the Decision of the Council of Ministers No. 2012/3907 on the usage of revenues acquired by the implementation of Law No. 6292. Acording to this Decision three percent of the revenues may be used for investment purposes instead of 0.52 percent as Decision No. 3907 determined.
