    This report provides some reflections and insights on the level of awareness, practices, and organizational and institutional issues being faced by countries as they adapt to climate change, based on interviews with 87 practitioners working in government agencies, local and international organisations, and think thanks reporting involvement in climate change adaptation. Data were collected in Bangladesh, Ethiopia, Kenya, and Mali using both an e-survey platform and face-to-face interviews.

    In the context of increasing vulnerability to climate change for people dependent on natural resources for their livelihoods, the International Food Policy Research Institute and partner organizations in Ethiopia, Kenya, Mali, and Bangladesh undertook a project broadly aiming to create knowledge that will help policymakers and development agencies to strengthen the capacity of male and female smallholder farmers and livestock keepers to manage climate-related risks.

    This study examines the contributions of the International Food Policy Research Institute (IFPRI) between 1993 and 2001 to analysis, outreach, capacity building, and training related to the role of rural finance in poverty reduction. The IFPRI multicountry research project on Rural Finance Policies for Food Security for the Poor involved data-intensive research by more than 14 research fellows on the impacts of access to rural financial services in countries.

    The diversity of urban areas presents substantial challenges to the validity of information from rapid assessments, yet CARE’s experiences in Bangladesh and Tanzania suggest a number of ways that rapid assessment procedures can be strengthened to address these concerns.

    Using a participatory rural appraisal approach, a series of qualitative studies were conducted in four countries facing negative impacts of climate change—Bangladesh, Ethiopia, Kenya and Mali—in order to determine men’s and women’s perceptions of climate change, adaptive approaches, and the degree to which assets and group participation play a role in adaptation strategies. Similarities were found across countries in terms of perceptions of climate change, impacts, and strategies for adaptation.

     It is well recognized that secure land and property rights for all are essential to reducing poverty because they underpin economic development and social inclusion. Secure land tenure and property rights enable people in urban and rural areas to invest in improved homes and livelihoods. Although many countries have completely restructured their legal and regulatory framework related to land and they have tried to harmonize modern statutory law with customary ones, millions of people around the world still have insecure land tenure and property rights.

    In this publication, the issue of tenure security is addressed and assessed in several countries where government, civil society, the private sector and development cooperation initiatives have been implemented for decades. The selected case studies from fifteen countries in Africa, Asia and Latin America ensure not only a eographic balance but they also represent countries with different socio-economic and land-related histories and that have followed different pathways. The studies’ key findings underline the still precarious state of tenure security in many countries.

    Large-scale land acquisitions by investors, which are often called ‘land grabs’ (see next section for de nition), can deprive rural women and communities of their livelihoods and land, increasing their food insecurity. This report argues that the current rise in land grabbing needs to be urgently addressed, and focuses
    on the actions that developing countries can take to mitigate land grabs through strengthening national land governance so that it is transparent, is accountable and protects communities’ rights.
