Series of country papers on HIV/AIDS and land in Lesotho, Kenya, South Africa, Malawi, Tanzania, with concluding paper on methodological and conceptual issues. The key questions addressed include: The impact on and changes in land tenure systems (including patterns of ownership, access, and rights) as a consequence of HIV/AIDS with a focus on vulnerable groups. The ways that HIV/AIDS affected households are coping in terms of land use, management and access, e.g. abandoning land due to fear of losing land, renting out due to inability to utilise land, distress sale of land, etc.

In Southern Africa, landlessness due to the asset alienation that occurred during colonial occupation has been acknowledged as one of several ultimate causes of chronic poverty. Land redistribution is often seen as a powerful tool in the fight against poverty in areas where a majority of people are rural-based and make a living mostly, if not entirely, off the land.

This Synthesis Report is a synopsis of the outcomes of the regional assessment reports, which were based on studies and subsequent consultations in five regions of Africa. These reports show that some land related issues are common to all regions in the continent while others are region specific. Issues common to the whole continent are those related to: state sovereignty over land; legal pluralism; gender biases in access to land; land tenure security; and land and conflicts.

Large-scale land acquisitions by investors, which are often called ‘land grabs’ (see next section for de nition), can deprive rural women and communities of their livelihoods and land, increasing their food insecurity. This report argues that the current rise in land grabbing needs to be urgently addressed, and focuses
on the actions that developing countries can take to mitigate land grabs through strengthening national land governance so that it is transparent, is accountable and protects communities’ rights. -
