    The present paper – the third in the HIV/AIDS Programme Working Paper Series – is based on field research conducted by two grassroots organizations – CINDI-Kitwe in Zambia and GROOTS Kenya in Kenya to map out and document cases of property grabbing from children, in particular those who became orphans due to AIDS. It is intended to explore methods which grassroots organizations use or can use to document their work.

    Ce document décrit le point de vue des parties prenantes sur le développement des Directives Volontaires pour la gouvernance foncière. Ces Directives représentent le plus grand «terrain d’entente» sur la gouvernance foncière qui a été trouvé à ce jour dans un forum mondial. Ce consensus a été construit sur la base de (développé à travers des) négociations intergouvernementales avec la participation de incluant la société civile, du le secteur privé et des institutions académiques et de recherche.

Il a pour origine des activités complémentaires entreprises sous l’égide du Programme de soutien aux moyens d’existence de la FAO de l’Unité de la gestion des terres et des régimes fonciers et de la Coalition internationale pour l’accès à la terre.

    Documento de trabajo sobre tenencia de la tierra 11. Esta publicación compartida por la FAO y Naciones Unidas-Hábitat trata de comprender y definir mejor los procesos, los mecanismos y las instituciones de la gobernanza de la tenencia en áreas rurales y urbanas. En el documento se reconoce que se han realizado excelentes políticas de la tierra, leyes y reformas técnicas. Sin embargo, su implementación en muchos casos ha sido errónea, ha sufrido retrasos o, incluso, se ha invertido.

Estas directrices representan la mayor medida de un “terreno común\" sobre la gobernanza de la tenencia que se ha encontrado hasta el momento en el foro mundial. El consenso fue desarrollado por medio de negociaciones intergubernamentales con la participación de la sociedad civil, el sector privado e instituciones académicos y de investigación.

Desde os primórdios desta antiga prática, o cultivo tem sido a espinha dorsal do desenvolvimento econômico de muitas sociedades e a principal fonte de preservação e evolução da vida. Nas civilizações pré-históricas e agrárias mais antigas, a agricultura não somente era uma fonte de alimento e de matérias-primas, mas também representava uma fonte de expressão da ordem inata da natureza.

    This paper describes the perspective of stakeholders on the development of the Voluntary Guidelines on tenure. These Guidelines represent the greatest extent of “common ground” on governance of tenure that has been found to date in a global forum. This consensus was developed through intergovernmental negotiations with the participation of civil society, the private sector and research and academic institutes. This paper draws on interviews to identify how people engaged in the process and the dynamics that were created between the parties.

    This report is based on the proceedings of the Technical Consultation on Gender, Property Rights and Livelihoods in the Era of AIDS, organized by FAO in November 2008. It takes stock of where FAO and its partners are in terms of addressing property rights insecurity and provides a proposed framework through which future action can take place.
