This scoping study was commissioned to identify issues on land/forest related investment in Tanzania as part of a strategic engagement between Tanzania Natural Resource Forum (TNRF), HAKIARDHI/ LARRRI and the World Wide Fund for Nature – Coastal East Africa Initiative (WWF-CEAI).
New commercial pressures on land and its impact on small producers is one of the major issues being discussed in both national and international arenas. As foreign states and corporate entities continue to exert pressures on African countries to acquire land for various investment purposes, Tanzania is not exempted. The country is stereotypically perceived as having large underutilized, or rather unexploited, fertile land – the so-called ‗virgin land‘.

While the potential contribution of a nationally implemented program for Reducing Emissions from Deforestation and Forest Degradation (REDD+) to developing countries’ budgets remains as yet obscure, two general concerns are that REDD+ will i) incentivize land grabbing and ii) remain financially uncompetitive against current commercial forest uses.
