Con estas Directrices se busca aportar beneficios a los individuos en todos los países, aunque se hace hincapié en las personas vulnerables y marginadas. Las Directrices sirven como texto de referencia en el que se estipulan principios y normas internacionalmente aceptados para las prácticas responsables de la gobernanza de la tenencia. Las Directrices constituyen un marco que los Estados pueden utilizar a la hora de elaborar sus propias estrategias, políticas, legislación, programas y actividades.

The effect of prime-age adult death and its consequences on access to land for the survivors has not been fully explored nor incorporated into policy regardless the fact that high adult mortality is now the lived reality in countries affected by HIV/AIDS, particularly in Africa. This paper explores the gendered relationships between adult death due to HIV/AIDS and changes in land rights for the survivors particularly widows. In many African societies, women have traditionally accessed land through marriage.

Ce document décrit le point de vue des parties prenantes sur le développement des Directives Volontaires pour la gouvernance foncière. Ces Directives représentent le plus grand «terrain d’entente» sur la gouvernance foncière qui a été trouvé à ce jour dans un forum mondial. Ce consensus a été construit sur la base de (développé à travers des) négociations intergouvernementales avec la participation de incluant la société civile, du le secteur privé et des institutions académiques et de recherche.

Esta publicación compartida por la FAO y Naciones Unidas-Hábitat trata de comprender y definir mejor los procesos, los mecanismos y las instituciones de la gobernanza de la tenencia en áreas rurales y urbanas. En el documento se reconoce que se han realizado excelentes políticas de la tierra, leyes y reformas técnicas. This paper describes the perspective of stakeholders on the development of the Voluntary Guidelines on tenure. These Guidelines represent the greatest extent of “common ground” on governance of tenure that has been found to date in a global forum. This consensus was developed through intergovernmental negotiations with the participation of civil society, the private sector and research and academic institutes. This paper draws on interviews to identify how people engaged in the process and the dynamics that were created between the parties.

Land Tenure Working Paper 11. This co-publication of FAO and UN-HABITAT seeks to better understand and define the processes, mechanisms and institutions of governance of tenure in rural and urban areas. The paper recognises that excellent land policies, laws and technical reforms have been developed. However, in many cases their implementation has slipped, stalled or even been reversed. By adopting a governance and political economy perspective, the paper offers insights for the design of reforms and for the development of land governance tools.
