This guide on Rural property tax systems in Central and Eastern Europe has been prepared to support governments in the design and implementation of systems to raise revenues at local levels. An increasing number of countries are introducing policies to decentralize the provision of rural services but very often local levels of government have insufficient funds to carry out these newly decentralized responsibilities. Raising revenues through property taxes on rural land represents one way to improve the capacity of local levels to deliver services.

In this report, we present a review of the oilseed production and processing sector in Ukraine. We begin by analysing oilseed, oil and meal supply and demand, and concentrate more specifically on sunflower seed. We then proceed to discuss the main policy issues that currently have an impact in the crushing sector.

Land and land reform cover a great range, both in terms of the geographical and development status of the countries considered, and of the variety of perspectives on the issues. In the 1990's, urban demand for housing land around city-agglomerations increased rapidly. Additionally, the decreasing profitability of agricultural production caused farmers, who are able to freely decide on land turnover, to be interested in land sale for non-agricultural purposes. At the same time, Polish counties received the status of self-governments, which then imposed their will upon local economic development. In this way, counties became responsible for land management as well, and started supporting the process of land conversion, perceived as a factor of the above development.

This paper uses data from a survey of more than 1,400 farming households in Hungary to identify a set of profiles of farming households, which are active in the rental market and to estimate econometrically the impact of household characteristics, such as social, physical, and human capital, as well as regional and environmental characteristics on land rental activities. We show that the decision of farming households to lease in land is related to their land endowment, their access to capital assets, human capital variables such as age and education and their social capital.

Adopted about one year after the 1989 Revolution, Land Law (Law 18/1991) represented the starting point of land reform in Romania. As a result of this law implementation, at the beginning of the year 2000 the private sector owned 84% of total agricultural land: 82% of arable land, 74% of land under vineyards, 67% of land under orchards and 87% of land under meadows and pastures.
