The Resolution consists of 66 articles and is divided into 5 Chapters: General stipulations (1); Citizens' land (2); Land belonging to the State, the Municipalities, the Cooperatives and Other juridical persons (3); Distribution of property of farming cooperatives and other organizations established on that basis (4); landownership Authorities (5); Financing (6).

This Resolution approves attached Provisions on the Republican Centre of Land and Agrarian Reform of the Ministry of Agriculture and Food of the Kyrgyz Republic. The Republican Centre of Land and Agrarian is the structural division of the Ministry of Agriculture and Food of the Kyrgyz Republic which pursues state policy in the field of land and agrarian reform, denationalization and privatization in agrarian sector.
This Resolution approves the attached Regulations on the State Agency for Hydrometereology (Goszemagentstvo) under the Government of the Kyrghyz Republic and Organization System and makes provision for the organizational structure of the Agency. Goszemagentstvo shall be a legal entity.
This Resolution adopts proposals of Naryn oblast and raion administration approved by Ministry of Agriculture and Food and Ministry of Environment of the Kyrghyz Republic, on transfer 479 hectares of pastures of the Karatal-Japyryk national park to the peasant farm named after 8 March, Naryn rayon.
Given that in implementation of works on introduction of the land registration system serious shortages and omissions have been ascertained by the central authorities, this Resolution obliges the oblast and rayon agricultural departments to participate in organization and introduction of agricultural land registration and to assist in search of competent specialists and testing of the present staff.
State Land Management Agency under the Government of the Kyrghyz Republic and raion state administrations shall bring those tax rates to the notice of Aiyl Okmotys (Village Governments). Specified land authorities shall submit to the Government of the Kyrghyz Republic finalised tax rates valid for one occasion and annual tax for usage of the lands of settlements and non-agricultural lands and draft Regulations on procedures of calculation and collecting fees for usage of the lands of settlements and non-agricultural lands.
Land of the National Land Fund is transferred to the Agricultural Land Redistribution Fund under the Ministry of Agriculture and Food.
Land plots of the Agricultural Land Redistribution Fund are allocated for the establishment of new and operation of existing seed-growing, livestock-breeding, testing and selecting, experimental farms and state variety testing enterprises that are included into the list approved by the Decree of the Government dated October 4, 1994, No. 745, under condition of implementation of a thorough reform and maintenance of their specialisation in the field of livestock-breeding and seed-growing business.
