    In June, Ethiopian State Minister of Agriculture Ato Sileshi Getahun joined USAID/Ethiopia Mission Director Dennis Weller, to officially launch the Land Administration to Nurture Development (LAND) project. The LAND project builds on the success of two previous USAID projects that supported the certification of rural land rights, the reform of federal and regional laws governing land administration and land use, and the strengthening of government capacity to administer these rights.

In Ethiopia, the government may be re-assessing its policy of granting large tracts of land to investors, reducing the size of initial allocations and increasing the scrutiny of investors' capacity to achieve their proposed plans and fulfill contractual obligations.

    This study uses five rounds of household panel data from Tigray, Ethiopia, collected in the period 1998–2010 to assess the impacts of a land registration and certification program that aimed to strengthen tenure security and how it has contributed to increased food availability and, thus, food security in this food-deficit region.

    Ethiopia has implemented one of the largest, fastest and cheapest land registration and certification reforms in Africa. While there have been evidences of positive impacts of this land reform in terms of increased investment, land productivity and land rental market activities, the government is now piloting another round of land registration and certification that involves GPS measurement and computer registration.

    The attractiveness of agricultural land available in developing countries has markedly increased in the last few years. Driven by rising and highly volatile prices for agricul- tural commodities, large land acquisitions have been undertaken by foreign investors. We formalize the discussion surrounding such large scale land deals through a dynamic stochastic programming model. Within this framework, we first determine the value of a land development project under uncertainty about prices for agricultural commodi- ties, political risk and irreversible capital investment.
