The 63 sections of the Act are divided into a title provision and 3 Parts: Public Water Supply (I); Jamaica Parishes Water Supply Loans (II); Miscellaneous Provisions (III). Part I is subdivided into the following headings: Construction of Works; Acquisition etc. of Land; Financial; Rates and Charges; Water Supply Accounts; Management; Legal; Offences etc.It shall be lawful for the Parish Council to apply to the Minister responsible for domestic water supplies to authorize construction of waterworks under this Act.

If land is suitable for development, the vendor of that land shall pay a development levy (sect. 4). The commencement of development requires permission from the Authority (sect. 5), and application for permission must be accompanied by maps and plans (sect. 6). The decision of the authority to refuse permission is subject to appeal with the Minister (sect. 11). For the preservation of amenities, the Authority may serve a notice to the owner or occupier of land to abate the injuries done to amenities (sect. 17).

Every person who desires to undertake a development project must obtain a planning permission from the Authority before undertaking the development (comma. 1 of reg. 5). An application for a planning permission is not necessary for the development of land for agricultural purposes or for forestry (reg. 8).

These Regulations provide for the grant of permits for activities in prescribed areas in the sense of section 9 of the Natural Resources Conservation Authority Act and the grant of licences in accordance with section 12 of the same Act for existing facilities. The Conservation Authority may, by notice, require the owner or any person having the charge or management of an existing facility to upgrade such facility to current standards applicable to new facilities (reg. 9). Regulation 13 provides for renewal of licences, regulation 15 for the revocation of suspension of a licence.

LegislationSaint Vincent and the Grenadines, Caribbean, AmericasThere is established a Physical Planning and Development Board which shall institute and maintain a study of town and country planning, prepare land use plans, and control development. The National Plan and every Regional and Local Plan shall be prepared in accordance with sections 8 and 9. No person shall carry out any development except under and in accordance with the conditions of a grant of permission issued by the Board (sect. 11). The Board may issue Enforcement Orders under section 13, Waste Orders under section 14, and Tree Preservation Orders under section 15.
