In the context of transition to a more open form of government, the Myanmar government has begun to liberalize land markets and, in 2012, enacted two major land-related laws. Implementing these new land laws has proven challenging, however, as it has been difficult to integrate these laws with the existing customary practices of various ethnic minorities. To address these and other issues UN-HABITAT Myanmar is assisting the Myanmar government in developing a Land Administration and Management Program (LAMP).

The government policies and associated implementation since 1994 have not generated expected social and economic results for a number of reasons. Even where land has been transferred, it appears to have had minimal impact on the livelihoods of beneficiaries, largely because of inappropriate project design, a lack of necessary support services and shortages of working capital, leading to widespread underutilization of land.

An endogenous switching regression model was adopted to control for a possible selection bias due to unobserved factors. It was found that households with members employed by large-scale agricultural investment companies were more likely larger households headed by younger migrant males holding smaller plots and fewer livestock than non-engaged households.
