This paper reviews the literature to identify the relationship between tenure security and food security. The literatures on tenure issues and food security issues are not well connected and the scientific evidence on the causal links between tenure security and food security is very limited. The paper explores the conceptual linkages between land tenure reforms, tenure security and food security and illustrates how these vary across diverse contexts.

The project engaged communiies in three pilot upazilas - Amtali Upazila of Barguna District, Mohanpur of Rajshahi, and Sadar of Jamalpur-to raise the awareness of vulnerable landowners about land administraion, and to effect transparent processes for selecing landless people and for khasland setlement.

Exploring the Relationship between Statutory and Customary Land Tenure in Zambia
Journal Articles & BooksFebruary, 2016ZambiaThe purpose of the research is to: 1) investigate the interpretation of the sections in the Lands Act of 1995 that provide for the statutory recognition on one hand, and conversion of customary land, on the other; and 2) discuss the effects of the said sections on customary landholders. Methodologically, qualitative methods (largely in-depth interviews) were used to conclude that governments in sub-Sahara Africa are the architects of tenure insecurity because they (knowingly or otherwise) enact laws that are contradictory or conflicting in nature.

Land governance is marked by the contradiction between relatively progressive legislation and only partial implementation. Institutions that have to deal with land administration and land disputes, such as customary authority systems, local government, and special courts for land justice, have weakened in the last years. Women’s position with respect to land and inheritance also remains weak, both legally and in practice, undermining their livelihoods and status in society.

In Afghanistan, insecurity over land and water rights hampers investments in food production and irrigation. In rural areas, customary tenure systems, partly based on religious law, are the most relevant but suffer from weak recognition and offer little protection to rights holders. The land policy reform is on-going but remains slow. Moreover, land administration capacity is weak and improvements mostly take place in urban areas. In this context, land disputes are common and often violent.
