    In recent years, prices of agricultural land have increased quickly, actually doubling and tripling in many parts of the world. This land value reassessment has been prompted by rising crop prices and perceived land scarcity. But even as the value of land rises, land degradation continues and investments to prevent it are lagging. Awareness of environmental risks has moved to the forefront of global consciousness during the past 25 years.

    Les pays du sud et de l’est de l’Afrique sont confrontés à des pénuries alimentaires récurrentes. Pour lutter contre l’urgence alimentaire et éviter que les produits alimentaires ne quittent le pays, les gouvernements imposent des restrictions commerciales et interviennent sur les marchés. Dans ce contexte, les échanges transfrontaliers entre les zones défi citaires et excédentaires sont susceptibles de contribuer à la sécurité alimentaire régionale. Cet article est basé sur les résultats d’une étude menée dans la région frontalière entre la Tanzanie et la Zambie.

    This study sought to follow up the implementation of the Kilimo Kwanza initiative with the view to establish reliable facts on its significance to small-scale producers, mainly peasants and pastoralists. To achieve this, the study began by examining the perception of small-scale producers about Kilimo Kwanza and it assessed their participation in the implementation process. Moreover, the study scrutinized the proposed amendment of the Village Land Act and its implication to small-scale produces if carried out.

    Increasing investments in biofuel production follow a shift of energy demand,in developed nations from fossil fuel to bio energyto run machines. Consequently, there has is an accelerated influx of investors from the Europe, Asia and Americain quest for productive and fertile lands.


    Proponents of the biofuel investments say the investment will improve among other things, agricultural production, add value to local products and markets and improve social services such as roads infrastructure, health facilities, clean water supply and education.

Over the recent past there has been a lot of information in both print and electronic media of land being taken for various investment purposes. Little is known to the public of the deals the government is entering with these foreign investment companies that are eyeing Tanzania as a destination in agricultural investment. Investment in agricultural land has been a key driving force in Tanzania as a rush now has intensified in which agricultural land is being taken for various uses.

    This fact finding is based on one of the claims of a group of peri-urban dwellers in Kimere, Mapinga village in Bagamoyo District, whose land they claim have been invaded by one of the well connected elite with a view to assist them register their rights only to realise later on that he was playing a tricky game to own their land.

    This chapter is an initial exploration and sharing of experiences and ideas based largely on a case study of a group of small farmers who have occupied and are producing on land that they believe they have an historical right to. The group, called Mahlahluvani – although they include people from other communities and claimant groups – are part of a land claim that has been lodged on the land they now occupy, but the claim is not yet settled.

    The Agriculture Sector Development Programme (ASDP) is a Sector Programme largely implemented at the district level through the District Agricultural Development Plans (DADPs) as an integral part of the District Development Plan (DDP). The government also works at the national level through the Agriculture Sector Lead Ministries (ASLMs) to deal with issues such as fertiliser subsidies, large irrigation schemes, research and development, regulation and coordination as well as quality assurance.
