Az élelmiszerárak növekedése 2006–2008 között a világ egyes térségeiben zavargásokhoz és a politikai stabilitás megrendüléséhez vezetett. Különösen fejlődő országokban súlyos a helyzet, ahol a legszegényebb rétegek jövedelmük döntő hányadát élelmiszerekre költik. Az agrárpiacokon a kereslet vált meghatározóvá, mennyiségi (humáncélú és ipari felhasználás rohamos növekedése) és minőségi értelemben (élelmiszer-fogyasztás szerkezetének változása).

El análisis muestra varias diferencias, pero también similtudes significativas en las estructuras económicas, sociales y ambientales que existen entre ambos países. El análisis se lleva a cabo tomando en cuenta las bases de la producción agrícola actual y de las estructuras de importación/exportación de ambos países.

This report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project `Coping with water scarcity: the role of agriculture?, and has been discussed at an Expert Consultation meeting organized in FAO, Rome in December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materia ls presented to the meeting.

Many of the over 800 million people in the world who still go hungry live in water-scarce regions. When FAO launched its Special Programme for Food Security in 1994, it was well aware that limited access to water was often a major constraint to increasing food production.

Agriculture influences and shapes the world’s ecosystems, but not always in a positive way. More than 2.5 billion people are globally involved as stewards of land and water ecosystems that constitute the natural resource base for feeding the current and future world population. Yet, conventional agronomic interventions based on ‘hard’ agricultural engineering compromise various eco-services that are required for sustainable agricultural development.
