The Seventh National Development Plan (7NDP) for the period 2017- 2021 is the successor to the Revised Sixth National Development Plan, 2013-2016 (R-SNDP) following its expiry in December 2016. The Plan, like the three national development plans (NDPs) that preceded it, is aimed at attaining the long-term objectives as outlined in the Vision 2030 of becoming a “prosperous middle-income country by 2030”.

Journal Articles & BooksDecember, 2017LaosOver the past decade, the Lao government has developed the policy of ‘Turning Land into Capital’ (TLIC), a strategy for generating revenue and economic value from ‘state land’. The 450 Year Road Project built along the periphery of the Laotian capital, Vientiane, linking the national highway with the Thai border, was financed using a TLIC model. Additional land to the side of the road was acquired to be resold at rates significantly higher than the compensation provided to landowners.

Conference Papers & ReportsMay, 2017GlobalFrom 9 to 11 November 2016 the ‘symposium on land consolidation and land readjustment for sustainable development’ was held in Apeldoorn, the Netherlands. The symposium was a joint initiative from FIG commissions 7 and 8, the Food and Agriculture Organization of the United Nations (FAO), LANDNET, the Dutch Cadastre, Land Registry and Mapping Agency, and supported by Global Land Tool Network (GLTN) and the World Bank. About 200 participants from 50 countries shared their experiences and knowledge about state of the art practices of land consolidation and land readjustment across the world.

This problem reveals the challenges of conciliating two constitutional rights—the right to adequate housing and the right to a healthy environment. Methods include an analysis of the urban policy and legal framework regulating environmental protection, housing provision, property rights, and land use law.

Peer-reviewed publicationJanuary, 2017ChinaLand in rural China has been under a separate and closed management system for decades even after the urban land reform that started in the late 1980s. The blurred property rights over rural land have been hindering the rural welfare as surplus rural land in sub-urban areas cannot be circulated into more economic use without first being requisitioned by the state. This traditional conversion process creates a lot of problems, among them are the compensation standard as well as displacement of rural residents to the city, where they cannot find adequate welfare protection.

Among different alternatives of land-use, devoting land to bioenergy is relatively novel, in high demand, and important for addressing the energy crisis and mitigating carbon emissions. Furthermore, the competition and disputes among limited land-use for bioenergy and the combination of food production and housing are tense. Thus, which alternative of land-use is more sustainable is an important question, yet it is still under-investigated.
