Introduction: Land, Race and the Agrarian Crisis

The disastrous effects of widespread land grabbing and land concentration sweeping the globe do not affect all farmers equally. The degree of vulnerability to these threats is highest for smallholders, women and people of color—the ones who grow, harvest, process and prepare most of the world’s food.

This study is an effort to understand the relationship between HIV/AIDS and land reform in South Africa. It is conceptualised as a longitudinal study covering three years. The study is presently concluding its first year, which has focused on 10 sites in three provinces and the information herein is considered baseline data. Much of the analysis in this report pertains to the nature of land reform projects and land-based livelihoods, and infers the connection to HIV/AIDS rather than observes it directly.

Land, and its proper management, is a central issue in developing countries. Efficient use and management of land are key contributors to maximizing the potential benefits of sustainable socioeconomic development. Accurate and accessible land information is a necessary requirement for sustainable rural and urban development, which will contribute to the elimination of poverty. A well-functioning land market is crucial for achieving these goals and a prerequisite for a land market to function properly includes easy, rapid and cost-effective access to land information.

A national LUP/LA program under the overall responsibility of the Ministry of Agriculture and Forestry has been created in 1996. Until 2003, district agricultural and forestry staff have conducted LUP/LA activities in a total of 5400 villages in all provinces of Lao PDR. It is estimated that approximately 300.000 Temporary Land Use Certificates have been issued as a result of LUP/LA.

A succession of transitions characterised by a complete restructuring of institutional and socio-economic frameworks have resulted in a singular situation. Cambodian society remains largely agrarian with land being a major safety net for a large majority of the population who depend on natural resources in their livelihood. Nevertheless, in the context of an industrializing economy, land-based resources are under the pressure of competing driving forces.

As an important step forward, the Government of Vietnam issued Decree 200 in December 2004 to accelerate the reform of state forest enterprises. The government aims to develop provincial SFE reform plans by mid-2005 and to have them implemented over two to three years. However, the Government also recognizes that several implementation and policy issues remain. This review examines the overall policy framework of SFE reform in light of the promulgation of new regulations and existing implementation capacity.
