Mediante la presente Resolución se aprueba el Plan de Apoyo a Pequeños y Medianos Productores, que ejecutará la Subsecretaría de Desarrollo Rural y Agricultura Familiar. El Plan se implementará a partir de una estrategia de intervención que apunta al desarrollo autónomo y sustentable de los productores de la agricultura familiar, con el propósito de generar las bases materiales y humanas de un verdadero desarrollo genuino con inclusión en un marco de concertación de políticas, entre el Estado nacional, las provincias, los municipios y las organizaciones de productores.

La presente Resolución introduce algunas modificaciones a la Resolución Nº 8 de 2008, por la que se estableció el Plan de Apoyo a Pequeños y Medianos Productores. En primer lugar se sustituye el texto del Anexo, el cual enumera los objetivos generales y específicos del Plan. En cuanto al objetivo general, se establece que el Plan se propone apoyar a los pequeños y medianos productores rurales, por su elevado potencial y su importante papel multiplicador en las economías regionales de las distintas zonas rurales del país.

To address these interlinked problems, a new set of laws and policies on food security and land governance are currently being introduced or designed by the Government of Kenya. The new Food Security Bill explicitly recognizes the link between food security and land access, and the 2012 land laws target the corrupt system of land administration that made much of Kenya’s land grabbing possible.
