    The Mediterranean region covers about 854 million ha, but only 118 million (or 14 per cent) are suitable for agricultural production. In North Africa and the Middle East (MENA), agricultural land covers about 5 per cent; in Egypt and Algeria, it occupies less than 4 per cent and, in Libya, less than 2 per cent of the total national land area.     In this paper the author analyze the link between spatial agglomeration, spatial disparities and political governance with an emphasis on the Middle East and North Africa (MENA) region. The agglomeration index and the urban-rural consumption ratio are used respectively as a measurement of spatial agglomeration and spatial disparities. The author distinguishes two aspects of political governance: political rights and political stability.

    The current relationship between Syria and the West cripples any real prospect for reconstruction. Western sanctions on reconstruction as a political tool aimed at the regime, have wide-ranging negative impacts on the civilian population – while having little hope of political success. For agriculture the repercussions of sanctions on reconstruction are severe, affecting refugee returns, livelihood recovery, food security and stabilization.
