    Climate change is a complex and cross-cutting problem that needs an integrated and transformative systems approach to respond to the challenge. Current sectoral approaches to climate change adaptation initiatives often create imbalances and retard sustainable development. Regional and international literature on climate change adaptation opportunities and challenges applicable to southern Africa from a water-energy-food (WEF) nexus perspective was reviewed.

    Smallholder irrigation expansion would signi cantly increase agricultural production, and reduce food insecurity and poverty levels in East Africa. This paper reviews literature on trends, constraints and opportunities of smallholder irrigation in four East African countries: Ethiopia, Kenya, Tanzania and Uganda. Irrigation development has been slow in these countries, and has been mainly through traditional schemes.

    The climate-smart agriculture (CSA) concept reflects an ambition
    to improve the integration of agriculture development and climate
    responsiveness. It aims to achieve food security and broader
    development goals under a changing climate and increasing food
    demand. CSA initiatives sustainably increase productivity, enhance
    resilience, and reduce/remove greenhouse gases (GHGs), and
    require planning to address trade-offs and synergies between
    these three pillars: productivity, adaptation, and mitigation [1].
