Ces mesures peuvent être en nature, en espèces et en assistance technique et peuvent porter sur le reboisement de terres soit appartenant à des personnes physiques ou morales soit des terres domaniales concédées uniquement pour des droits d'usage en vertu d'un titre régulier.

This Decision of the Prime Minister concerns so-called PAM forests, i.e. forests planted with the World Food Program aid capital. It outlines principles of management and use of such forests and lays down conditions for PAM forest owners. It also outlines rights and duties of Pam forest owners in specified regions and as regards certain forest areas. Forest owners shall be entitled to fully own PAM forests on land planted for production forests and protective forest in "less crucial" regions, and local protective forest within villages.
These Regulations amend article 13 of the principal Regulations of 1994 which prescribes development, which notwithstanding section 4 of the Local Government (Planning and Development) Act, 1963, is not exempted development. The purpose of these Regulations is, firstly, to remove initial afforestation from the planning control system, to coincide with the introduction of a separate statutory consent system by the Minister for the Marine and Natural Resources under the European Communities (Environmental Impact Assessment) (Amendment) Regulations, 2001 (S.I. No. 538 of 2001), and, secondly, to reduce the planning threshold for peat extraction from 50 hectares to 10 hectares.
