    For the purpose of subsection 124(1) of the Mackenzie Valley Resource Management Act, a regulatory authority or a designated regulatory agency that receives an application for a licence, permit or other authorization required to carry out a proposed development, under a provision of a Federal Act and Regulations or a Northwest Territories Act or Regulations as set out in the Schedules, shall conduct a preliminary screening of the proposed development before the issuance of the licence, permit or authorization.

    These Regulations do not apply to a use of land authorized pursuant to grazing or agricultural leases subsequent to its initial clearing, and to harvesting, hunting, trapping or fishing. Regulation 4 specifies activities on land that are prohibited without having a Type A Permit, whereas regulation 5 lists activities for which a Type B permit is required. No person shall deposit material or debris in a watercourse contrary to the Northwest Territories Waters Act or the Fisheries Act, or any regulations made under those Acts (reg.9).

    General Regulations for the control and management of national parks.

    The present Regulations enact the Canada National Parks Act. Section 3 establishes that a person may use or occupy public lands or other public property within a Park if that person does so in accordance with the Act, the Regulations made there under and any agreement made between the Government of Canada and the government of the province within which the Park is situated. The Minister may, from time to time, arrange to have public lands in a Park surveyed or resurveyed. The text consists of 40 sections.

    The present Regulations enact subsection 107(2) the Canada Petroleum Resources Act. In particular, the Regulations lay down provisions relating to oil explorations in frontier lands. The text – consisting of 21 sections deals with the following matters: prescribed royalty, exemption, payment of prescribed royalty, deferral of royalty, certification of an abandonment and restoration royalty trust, return allowance, certification of qualified frontier exploration expenses, reports and returns, interest, penalties and refunds.

    The present Regulations enact subsection 76(1) of the Canada Petroleum Resources Act. In particular, the Regulations lay down provisions relating to environmental studies carried out by the Research Fund. The purpose of the Fund is to finance environmental and social studies pertaining to the manner in which, and the terms and conditions under which, exploration, development and production activities on frontier lands authorized under this Act or any other Act of Parliament should be conducted.

    The present Regulations enact subsection 25(3) of the First Nations Land Management Act. In particular, the Regulations lay down provisions relating to the establishment of a Land Registry for first nations. Section 2 establishes that the Register shall be maintained in an office located in the National Capital Region to be known as the First Nations Land Registry.

    Section 1 of the above-mentioned Order establishes that the lands described in Schedule II of the Territorial Land Act being required for the protection of wildlife, wetlands and associated habitat, are hereby withdrawn from disposal under the Territorial Lands Act. Section 2 rules that the lands described in Schedule III, being required for the protection of wildlife, wetlands, and associated habitat, which lands are not in Schedule II, are hereby withdrawn from the application of the Canada Oil and Gas Act. The text consists of 4 sections and 3 Schedules.

    The present Regulations enforce the Federal Real Property and Federal Immovables Act (S.C. 1991, c. 50). In particular, the Regulations lay down provisions relating to the leasing of oil and gas rights located on certain public lands. Section 3 establishes that subject to these Regulations, the Minister may, by way of lease, grant to any person the exclusive right to search for and take oil and gas within and under lands in the Provinces of British Columbia, Alberta, Saskatchewan, Manitoba, Ontario and Quebec. The text consists of 3 sections.
