    Part III of the Act provides for the valuation of rateable areas by a valuation surveyor appointed under provisions of Part II. The Minister may after consultation with the rating authority concerned, meaning the Council within whose boundaries a rateable area falls, for the purposes of rating assessment: (a) declare any area within the council boundary to be a rateable area; (b) alter the boundary of any rateable area.

    Section 31 of the principal Act is amended in subsection (2), by (a) deletion of "and" in paragraph (e) after the semi-colon; (b) insertion, immediately after paragraph (e) of the following new paragraph (f): fees for transactions in land; and (c) re-numbering of the existing paragraph (f) as paragraph (g). Section 31 confers regulation making powers upon the Minister.

    This Act makes provision with respect to agreements on the fencing of land and actual fencing. This Act shall apply to such areas as the Minister may, by statutory notice, declare. The Minister shall not apply this Act to any area unless the majority of owners of occupied farms in the area present and voting have expressed themselves in favour of such application at a meeting convened in accordance with this Act.

    This Act provides with respect to perpetual succession to land. Trustees or a trustee may be appointed by any community of persons bound together by custom, religion, kinship or nationality or by any body or association of persons established for any specified purpose, or for any purpose which, in the opinion of the Minister, is for the benefit or welfare of the inhabitants of Zambia or any part thereof. Such trustees or trustee may apply to the Minister for a certificate of registration of the trustees or trustee of such community, body or association of persons as a corporate body.

    An Act to make provision for the compulsory acquisition of land by the State, compensation for compulsory acquisition and the establishment of a Compensation Advisory Board for purposes of the Act.Subject to the provisions of this Act, the President may, whenever he is of the opinion that it is desirable or expedient in the interests of the Republic so to do, compulsorily acquire any property of any description (sect. 3). Section4 provides for a preliminary investigation. No compensation shall be payable in respect of undeveloped land or unutilized land (sect. 15).

    The annual rent to be paid for a lease of an agricultural holding issued in accordance with the provisions of Part III of the Act shall be four and one-half percent of the value of the unimproved land comprised in the holding.

    These Regulations concern the procedure on conversion of customary tenure into leasehold tenure. A person: (a) who has a right to the use and occupation of land under customary tenure; or (b) using and occupying land in a customary area with the intention of settling there for a period of not less than five years; may apply for conversion to the Chief of the area where the land is situated in Form I as set out in the Schedule. Refusal of the request shall be communicated to the Commissioner of Lands in Form II.

    These Regulations make provision for the constitution of a Lands Development Fund Committee whose function shall be to consider and determine applications for disbursement of funds from the Lands Development Fund created under the Lands Act. Any Council wishing to apply for disbursement of funds from the Fund to develop any area in its locality may apply to the Secretary for money to develop that area, provided that the funds from the Fund shall only be used to carry out development which the private sector cannot provide.
