This report, based on an investigation into existing water- and land- management laws and issues in three countries in the region, offers a methodology that can be used for such evaluations.

    The report aims to provide critical input to the Mekong River Commission's (MRC) regional Climate Change and Adaptation Initiative (CCAI) which was launched shortly after the formulation of this project. The CCAI is a collaborative regional initiative designed to address the shared climate change adaptation challenges of LMB countries in response to the potential effects of climate change on the socio-economic characteristics and natural resources of the LMB region. MRC has identified need for a more informed understanding of the potential impacts from climate change.

    More irrigated land is devoted to rice than to any other crop. A method to save water in irrigated rice cultivation is the intermittent drying of the rice fields, known as alternate wet/dry irrigation (AWDI). This report reviews previous studies in AWDI, with a focus on mosquito vector control, water saving, and rice yields. Examples are provided from a number of countries.

    Analyses the participation of female farmers in the farmer organizations (FO) of minor irrigation systems and identifies factors that hamper the participation of women in decision-making processes with regard to land, cultivation and irrigation. The paper argues that participation does not necessarily result in equity and that other forms of equity interact with gender inequity in the FOs.

    This exploratory study was designed to capture the main features of agrarian change in the upper part of the basin that depends mostly on anicuts. These anicuts amount to 59 percent of the total basin anicuts in terms of numbers, but to only 43 percent in terms of irrigated area. They are generally very old (the history of some of them goes back to 2000 years; see below) and obviously, many changes have occurred during this time.

    This issue of Water Policy Briefing is based on research presented in When ?Conservation? Leads to Land Degradation: Lessons from Ban Lak Sip, Laos (IWMI Research Report 91) by Guillaume Lestrelin, Mark Giordano and Bounmy Keohavong. The research was carried out by the Managing Soil Erosion Consortium (MSEC)?a multi-country collaborative effort to better understand land degradation, and potential solutions, in upland areas of Southeast Asia. MSEC is coordinated by IWMI with substantial contributions from France?s Institute of Research for Development (IRD).
