REDD+ social safeguards have gained increasing attention in numerous forums. This paper reviews the evolution of multi-level policy dialogues, processes, and actions related to REDD+ social safeguards (e.g., Cancun Safeguards 1–5) among policy makers, civil society organizations, and within the media in Brazil, Indonesia and Tanzania, three countries with well advanced REDD+ programs. We find that progress on core aspects of social safeguards is uneven across the three countries. Brazil is by far the most advanced having drafted a REDD+ social safeguards policy.

Over the past decade, countries have strived to develop a global governance structure to halt deforestation and forest degradation, by achieving the readiness requirements for Reducing Emissions from Deforestation and forest Degradation (REDD+). Forest and landscape restoration is a key issue in the ongoing discussions at the Paris Climate Change Conference, convened to broker a game-changing agreement on climate change. On a planet where the mark of human activity is almost ubiquitous, restoration is by necessity a concept that has to take into account human well-being and ongoing change. In addition, in order to succeed in the long term, forest and landscape restoration initiatives will need to successfully engage a range of stakeholders, from policy-makers to local communities and from governments to private actors.

This paper represents part of an area of work which analyses the linkages between rights to land and water. An initial scoping paper explored the interface between land and water rights (LSP Working Paper 10: Hodgson, S. (2004). “Land and water – the rights interface”). It is complemented by two regional analyses: this Working Paper and LSP Working Paper 25: IIED. (2006). “Land and water rights in the Sahel: Tenure challenges of improving access to water for agriculture”.
