This training manual is for people working in natural disaster risk management and response as well as for people who work in the land tenure sector. In a self-training format this publication aims to provide an overview of the major land tenure issues that may arise following a natural disaster which need to be considered and included in the decision-making processes associated with the whole disaster risk management phases.

On 8 October 2005, a devastating earthquake struck northern Pakistan and several parts of Pakistani- and Indian-controlled Kashmir. The severely hit areas lie in close proximity to the most tectonically active region of the western Himalayas. The earthquake destroyed close to 400 000 houses and over 75 000 people lost their lives. The intensity of the earthquake was such that it triggered widespread landslides, which caused considerable destruction of the area's forests, and blocked the mountain roads and rivers.

Water use and landholding factors are widely acknowledged as major determinants of agricultural development in agrarian regions of the Indo-Gangetic basin (IGB). High attention is mainly given to irrigation policy while land is often apprehended through soil productivity aspects. However, the nexus between land scale and water consumption in respect to the economic implications of agricultural development is poorly elaborated. To this aim, this paper examines the economic effects of water use and landholding scale to farming in agricultural communities of IGB area.

Land Tenure Working Paper 19. The present paper is written as part of the overall Voluntary Guidelines consultation and development process and is a contribution to the subsequent preparation of the Gender Technical Guide. It contextualises and defines gender for the Voluntary Guidelines, discusses what governance of tenure means from a gender perspective and identifies and analyses key issues and themes. It then summarises recommendations relevant to gender before drawing some conclusions for the development process of the Voluntary Guidelines.
