This paper aims at understanding: i) how gender-sensitive and transformative instruments promote territorial development through women’s empowerment and ii) how these instruments can contribute to food security, rural development and poverty reduction. Improving livelihoods and income of forest dependent communities is important in the context of poverty reduction efforts, food security, and achieving sustainable development goals (SDGs). In this regard, many countries in Asia have initiated forest tenure reform programmes. However, the outcome of such reform is mixed and potential benefits to rural people are not fully realised. Restrictive and weak regulatory frameworks, tenure insecurity, and insufficient institutional capacity are key factors limiting the impacts of forest tenure reform.

Since the 1970s and 1980s, community-based forestry has grown in popularity, based on the concept that local communities, when granted sufficient property rights over local forest commons, can organize autonomously and develop local institutions to regulate the use of natural resources and manage them sustainably. Over time, various forms of community-based forestry have evolved in different countries, but all have at their heart the notion of some level of participation by smallholders and community groups in planning and implementation.
