    Africa

This paper sheds light on how to harvest
the "youth dividend" in Sub-Saharan Africa by
creating jobs in agriculture. The agriculture that attracts
the youth will have to be profitable, competitive, and
dynamic. These are the same characteristics needed for
agriculture to deliver growth, to improve food security, and
to preserve a fragile natural environment. With higher
priority accorded to implementation of well-designed public

This sector report claims that in the
three years between 2002 and 2005 alone, almost 235,000
people have moved out of poverty in Albania. Strong economic
growth and large inflow of remittances are at the center of
this impressive achievement. However, low productivity of
predominantly small family farms has put a drag on rural
growth prospects. Moreover, Ndihma Ekonomike (NE) program,
the means-tested income support program is small in scale,

    Armenia

    This approach resulted in the
fragmentation of agricultural holdings, with families owning
noncontiguous plots. Land use was inefficient, owing in part
to the low rate of use of agricultural machinery. Making
land use and farming more efficient will require the
establishment of a functioning land market. Granting farmers
the right to sell, exchange, and lease their land will
enable them to use it as collateral and to consolidate

    The worldwide concern with deforestation
of Brazilian Amazonia is motivated not only by the
irreversible loss of this natural wealth, but also by the
perception that it is a destructive process in which the
social and economic gains are smaller than the environmental
losses. This perception also underlies the diagnosis,
formulation and evaluation of public policies proposed by
government and non-governmental organizations working in the

Identifying the Constraints to Inclusive Growth in Indonesia's Second-Largest Province

    Indonesia, Eastern Asia, Oceania

East Java is the second largest contributor to Indonesia's economy with a growth rate similar to national level and other major provinces in Java. Nevertheless, for a province that is expected to be a major economic center in the country, there has been very little change in the region's economic structure in the past 10 years. Since 1995, the share of industry and agriculture in the economy is almost unchanged. Furthermore, the growth in both of these two sectors has been low, despite the fact that industry was once the main driver of the East Java economy.

Indigenous peoples make up less than 5
percent of the world's population, yet comprise 15
percent of the world's poor. The indigenous population
of Latin America is estimated at 28 million. Despite
significant changes in poverty overall, the proportion of
indigenous peoples in the region living in poverty - at
almost 80 percent - did not change much from the early 1990s
to the early 2000s. Economic Opportunities for Indigenous

    Evidence is mounting that secure
property rights have positive effects for poor people in
general and women in particular. The aim of this report is
to review what is known about women s access to and control
over land and real property in urban settings, identifying
approaches to strengthening property rights that enhance
women s agency, and sharing key lessons. Section two
synthesizes the evidence on urban women s priorities with

Economic growth in West Bank and Gaza
(WB&G) slowed in the first quarter (Q1) of 2012. The
real growth rate is estimated to have reached 5.6 percent,
more than three percentage points lower than the Q1 2011
growth figure and almost one percent lower than the growth
forecast contained in the Palestinian Authority's
(PA's) budget. This decline is attributed to a major
slowdown in Gaza, where real growth decreased from 21.3

This paper presents early evidence from
the first large-scale randomized-controlled trial of a land
formalization program. The study examines the links between
land demarcation and investment in rural Benin in light of a
model of agricultural production under insecure tenure. The
demarcation process involved communities in the mapping and
attribution of land rights; cornerstones marked parcel
boundaries and offered lasting landmarks. Consistent with

This report is a synthesis of information gleaned from four case studies of World Bank-financed land programs in Azerbaijan, Bolivia, Ghana, and the Lao People's Democratic Republic. The case studies were designed to both broaden and deepen our understanding of how land policies affect women and men, with an aim to applying this knowledge in very practical ways to World Ban-supported land projects.
