As foreign states and corporate entities continue to exert pressures on African countries to acquire land for various investment purposes, Tanzania is not exempted. The country is stereotypically perceived as having large underutilized, or rather unexploited, fertile land – the so-called ‗virgin land‘.

    In this chapter, I adapt the game approach to examine the differences and conformities between formal legal laws and under-law regulations of the party-state institutions and the real practices of the Red river delta villagers on the holding and use of agricultural land. More specifically, this chapter emphasizes official norms, in this case the study of agricultural land claims regarded as formal legal laws and under-law regulations of the party-state institutions.

    A neglected area in the literature on structural poverty is changing land tenure relations and the disconnect with planning frameworks, which lock particular areas into „vicious‟ cycles of poverty. These areas include some tribal authority, “black freehold” and land reform areas. In this paper, we focus on the case study of Cornfields, a black freehold area and an early land reform project.
