Inequality in the agrarian structure in Indonesia remains a serious problem. Agrarian reform efforts have been the spirit of Indonesia since the enactment of the Basic Regulations on Agrarian Principles Act (UUPA). However, agrarian reform policies are still far from perfect. Since the reformation, the issue of agrarian reform, also known as land reform, regained its discourse space.
Argues that the price of commercial farmland in Namibia is high in relation to the profits that can be made from commercial livestock farming. As a result, farming is rapidly becoming the preserve of the urban rich who farm as a lifestyle choice and are prepared to subsidise their farms from their principal sources of income. Government policy is trying to encourage black Namibians into commercial farming through the Affirmative Action Loans scheme. However, given the price of land, many of these farmers will struggle to create commercially viable farms.
Agricultural transition in Uzbekistan, as in all CIS countries, is driven by a process of land reform, which involves redistribution of land among producers and concomitant changes in farm structure. In this article we review the process of land reform since Uzbekistan’s independence and examine its impacts on agricultural growth and rural family incomes. In the 1980s the Thai government tried to legalize squatters by issuing special titles that restricted the sale and rental of the land. Using data from 2,874 farming households collected in 1997, the author finds that in places where these government titles where issued, leased plots are more likely to be titled than those that are self-cultivated. For these areas, he uses a model to estimate a 6 percent risk premium in the rental rate for untitled plots.
