There are numerous global, regional, national and even subnational targets for increasing forest area and forest restoration. In light of these global targets and emerging ambitious national commitments, it is imperative to develop low-cost strategies and techniques for landscape restoration. The initial Asia-Pacific Forestry Sector Outlook Study (APFSOS) drew together the myriad forestry dimensions to provide a coherent description and analysis of the situation and prospects for forestry in the region. The study resulted in 50 working papers on a variety of forestry themes. The formal aspects of the study culminated in a comprehensive main report, published in November 1998. APFSOS provided an important roadmap for forestry sector development in the Asia-Pacific region to 2010, which is still being used to guide policy makers in the region today.

This paper examines the drivers of deforestation and the loss of forest services, and the various mechanisms that exist to protect forests in the Greater Mekong Subregion (GMS). In most cases policy mechanisms play a greater role in forest protection than payment for environmental services (PES) which has yet to develop in the subregion. Scenarios presented suggest that higher income countries will have much greater scope in protecting forest environmental services that low income countries.
