Urbanization leads to improvement in standards of living, and through the increased density and service delivery efficiency of cities, higher growth can be achieved with lower greenhouse gas emissions. Cities and urban agglomerations house more than 50 percent of the global population and contribute more than 70 percent of Global greenhouse (GHG) emissions. As the share of urban population grows, sustainable urban development emerges as an essential component in addressing climate change.

This may mark the beginning of a structural transformation away from a rural, agricultural economy toward a more urban, industrial and service-based economy. Urbanization and job creation in urban areas have the potential to have a significant impact on labor and mobility patterns, especially for the landless and land-poor workers that account for a large part of the rural workforce.

The questions in the guide will help facilitate discussions concerning forest management practices and forest governance in the local and institutional contexts.

Mailo tenure is the most legislated form of tenure in Uganda, having its origins in the 1900 Buganda Agreement. Reforms over the years have seen the evolution of this tenure that is essentially freehold in nature, albeit with its local characteristics arising out of an unresolved tenant question. This status quo was reinstated in the 1995 Constitution, the Land Act and its subsequent amendments. Whereas it is expected that reforms introduced by the Constitution and Land Act would suffice in stabilizing Mailo tenure, this has not happened in practice.

The program accords high priority to the development of the public institutions of the PA in order to achieve the stated national goals.
