Land as a resource of agricultural production is not fully exploited in Latvia, as approximately 400 thousand ha, according to the data in the identification system of agricultural parcels, were undeclared for the Single Area Payment Scheme in 2012 and, of the agricultural area, 10 % was uncultivated and 2% was overgrown. It creates unique opportunities and a potential for enhancing the management and use of land in the future to increase the output of agricultural products.

The research aim is to assess taxes transferred to the budgets of local governments and to discuss possibilities for the expansion of tax revenues to be transferred to local government budgets. The research leads to the conclusion that the part of personal income tax deductions in local government budgets should be gradually increased up to 100% determining the personal income tax as local government tax thereafter. This could enhance the possibility to increase the financial independency and to strengthen the income base of local governments.

Pastoralism has been under pressure due to a number of factors including climate change, population pressure and socioeconomic dynamism. These factors have affected the relationships among different pastoral groups and the functioning of the customary institutions in managing natural resources. Interference of the state structures into pastoral areas, land alienation for large scale investment and delineation of protected area from communal grazing areas have negatively affected the relationships between pastoralists and the state.

Spatial econometrics and analytical spatial economic modeling advanced significantly in the recent years. Yet, methodologically they are designed to tackle marginal changes in the underlying dynamics of spatial urban systems. In the world with climate change, however, abrupt sudden non-marginal changes in economic system are expected. This is especially relevant for urban development in coastal and delta areas where the probabilities of natural hazards such as catastrophic floods and hurricanes increase dramatically with climate change.
