    This Act provides for the establishment of Municipal corporations as legal entities with powers to forge partnerships between the Municipal Corporation, residents, businesses and industries for the effective development and governance of Bhutan's urban communities. The Act consists of 9 Parts divided into 126 sections, and of 1 Schedule.In particular, Part III deals with specific functions of the Municipal Corporation including land budgeting, drinking water supply, drainage and sewerage, land development schemes, cadastral surveys, land subdivision, etc. (sect. 49).

    The newly instituted Survey and Demarcation Division shall conduct the survey and definiton of boundaries of the so called reserved Forests of Bhutan and shall widely spread information about the forest areas included under this provision, in order to ascertain eventual claims of rights on forests and their products, land and water courses or grazing and pasture rights. The involved land shall be excluded from the reserved forest areas or expropriated or acquired.

    This Act defines rights and duties of parties involved in agreements relating to the right to the use of property in return for remuneration, and provides for arbitration between parties. The Act consists of 9 Chapters divided into 34 sections.Chapter II designates the department under the Ministry of Works and Human Settlement to be the tenancy authority. Chapter III applies to rental units used as rented residential or commercial premises, and lease of non-agricultural land. The monthly rent shall be determined by an agreement between the parties as provided for in Chapter IV.
