    Conflict over land, combined with the systematic violation of land rights, is one of the most prominent human rights problems faced by Cambodians. The root of this problem can be traced back to the abolition of private ownership by the Khmer Rouge in 1975. This report provides an overview of the land conflicts and provides recommendations for resolving these conflicts.

    The Royal Government of Cambodia signed a notification No 05 on Grant of economic land concession for investment project under implement framework of directive 02 on strengthening state property management on 13 June 2005. This notification consists of 2 main articles:
    Article 1: to implement the directive 02 to grand the economic land concession less than 10, 000 hectares in accordance to Land Law and,
    Article 2: to frame the criteria for the competent institution to grant the economic land concession.

    Cutting 11,494.55 hectares in Trapaeng Chou and Ta Sal communes of Oaral district in Kampong Speu province: (1) 10,819.48 hectares cutting from Oaral Wildlife Sanctuary of Royal Decreee dated 01 November 1993, (2) 565.96 hectares from HLH company, (3) 37.59 hectares from Great Field company, (4) 66.56 hectares from Future Environment, and (5) 4.96 hectares from Yee Jia company, for reclassifying 6,101.82 hectares as state private land for granting donation to 2,699 families who have actual occupation and cultiation, and for reserving 5,392.73 hectares as state public land.

    This report, Displacement and Dispossession: Forced Migration and Land Rights in Burma focuses on land confiscation by Government forces, responsible for Burma’s most acute Housing, Land and Property (HLP)
    rights abuses. Among the most vulnerable populations are more than one million internally displaced people in Burma, most from ethnic nationality communities. These include at least 500 000 people in the armed conflict-affected border regions of eastern Burma.
