Laos depends heavily on rice based agriculture systems and there is evidence that the traditional diversified diet and income base is being eroded, resulting in a negative effect on the livelihoods of the people. The opportunity to gather food in forests is diminishing and dietary diversity is being narrowed.

An initial scoping paper explored the interface between land and water rights (LSP Working Paper 10: Hodgson, S. (2004). “Land and water – the rights interface”). It is complemented by two regional analyses: this Working Paper and LSP Working Paper 25: IIED. This paper presents an overview of the various approaches that developed and developing countries have used in designing national forest funds. It is based on a study of legislation in over forty countries and a review of some of the few empirical studies of forest fund performance. The overview may serve as checklist of issues and options for policymakers who are designing funds. It also may illuminate ongoing discussions about appropriate international roles in forest financing. The paper presents some of the common arguments for and against the use of dedicated funds.
